Bio

Tim Hannegan is a co-founder of Penn Avenue Partners and a recognized expert in government and public policy advocacy. With over two decades of experience—including leadership roles in both government and the private sector—he is a trusted advisor to policymakers and industry leaders alike.

Before launching Penn Avenue Partners, Tim served as Assistant Director of the U.S. Government Accountability Office (GAO), where he conducted executive agency oversight and developed expertise in trade, financial services, tax, energy, transportation, defense, and telecommunications. He later spent 13 years at Wexler Walker Government Affairs, rising to President and working closely with key Senate Democrats on a broad range of policy issues. In 2008, he served on President Obama’s campaign policy committee, helping shape economic, tax, highway, and infrastructure policies, including the American Recovery and Reinvestment Act.

Widely respected for his strategic insight, policy expertise, and deep relationships across Congress and the Administration, Tim has been a key player in shaping legislative initiatives. His passion for politics runs deep—his grandfather, Robert Hannegan, served as a cabinet secretary under President Truman and as Democratic National Committee Chairman for President Franklin D. Roosevelt. Tim graduated magna cum laude and Phi Beta Kappa from the University of Notre Dame with a B.A. in government and international affairs and earned a Master’s in International Economics from the University of Chicago.
