Before launching HLP&R, Tim served as Assistant Director of the U.S. Government Accountability Office (GAO), where he conducted executive agency oversight and developed expertise in trade, financial services, tax, energy, transportation, defense, and telecommunications. He later spent 13 years at Wexler Walker Government Affairs, rising to President and working closely with key Senate Democrats on a broad range of policy issues. In 2008, he served on President Obama’s campaign policy committee, helping shape economic, tax, highway, and infrastructure policies, including the American Recovery and Reinvestment Act.

Widely respected for his strategic insight, policy expertise, and deep relationships across Congress and the Administration, Tim has been a key player in shaping legislative initiatives. His passion for politics runs deep—his grandfather, Robert Hannegan, served as a cabinet secretary under President Truman and as Democratic National Committee Chairman for President Franklin D. Roosevelt. Tim graduated magna cum laude and Phi Beta Kappa from the University of Notre Dame with a B.A. in government and international affairs and earned a Master’s in International Economics from the University of Chicago.

Working closely with clients—from Fortune 100 corporations to early and growth-stage companies—Daniella consistently delivers major wins in business development, public policy, funding, and social impact positioning. Her expertise includes emerging technologies, infrastructure development, transportation, and smart cities solutions. Through her extensive relationships in Washington and state capitals, she helps clients navigate shifting policy landscapes, manage government relations, and seize new opportunities.

Before co-founding HLP&R, Daniella was Managing Director of Government Affairs for American Airlines. She also held senior advisory roles at top public affairs and policy firms and served as media director for a leading Democratic political consulting firm. Earlier in her career, she worked on President Bill Clinton’s official transition team.

A native of Brazil, Daniella has also led non-profit campaigns in Latin America for Child Hope International and the Center for Democracy.

As Legislative Director and General Counsel to Senate Majority Whip John Cornyn, Jerr managed the Whip’s policy agenda and strategy, including work on the Finance and Judiciary Committees. He also served as Chief of Staff to Rep. Jack Kingston, an Appropriations Committee cardinal, as well as senior roles with Reps. Virgil Goode and Robert Hurt. His legislative work spans appropriations, tax reform, patents, Dodd-Frank, free trade agreements, immigration reform, crude oil export policy, and agriculture.

Before his time on the Hill, Jerr practiced law at one of Washington, D.C.’s oldest firms and clerked for U.S. District Judge Jackson Kiser, contributing to cases that reached the U.S. Supreme Court. He has also held positions with Senator John Warner and the Virginia Attorney General’s Office.

Before joining the firm, Christina served as a legislative assistant to Rep. Mario Diaz-Balart, where she handled appropriations, health care, labor, judiciary, and education issues. She also worked for Rep. Doc Hastings, gaining broad policy experience. Christina holds a bachelor’s degree in History and Politics from the University of Virginia.

As Legislative Director for Sen. Johnny Isakson, Jay played a pivotal role in shaping major legislation, including the Tax Cuts and Jobs Act of 2017, and key initiatives in health care, trade, energy, infrastructure, agriculture, and veterans affairs. He previously served as Senior Policy Advisor to Rep. Wally Herger, contributing to health policy debates during the Affordable Care Act’s passage. Jay earned his B.A. in political science and international studies from Rhodes College, graduating magna cum laude.
